PAC is an active NGO established in 2012, registered in Turkey, active in NWS, with other small operations offices in both Yemen and Sudan.
In NWS; PAC is a leading organization in both the health and Nutrition sectors through several central programs that work to improve the resilience of crisis-affected communities in NWS.
PAC’s programs always aimed to build and support the active health and nutrition systems in the target areas through maintaining a high level of integration across several sectors and leads central services to facilitate the provision of the service that other actors are running in NWS.

• Position: MEAL Senior Officer
• REPORTS TO: Head of Department
• PLACE OF WORK: Turkey with a possible visit to Syria
• LANGUAGE: ENGLISH and Arabic are mandatory. Turkish is preferable.

• Position Overview:

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Senior Officer manages information and reporting processes and products to ensure professional, high-quality communication about activities and results of PAC’s projects. The MEAL Senior Officer will also play an important role in improving information management and data quality and strengthening knowledge sharing and learning across the organization. The MEAL Senior Officer will assume responsibility for full-cycle monitoring and evaluation of organization programs, developing appropriate methodologies and tools to design evaluations.
The MEAL senior Officer may support PAC in the compliance system and management and support in managing the field team and facilitate the TPM visits through close and deep communication with the field team and related departments in PAC.

• Main Responsibility and main support required:

– Monitoring and Evaluation:

  • Support in building and strengthen Syria MEAL system (approaches, procedures, structures), to improve the quality of the implemented programs by PAC. Provide MEAL technical assistance to The Program teams and inputs into the design, implementation, and evaluation phases and provide consultancy in improving the action taken to implement the program activities.
  • Maintain PAC’s MEAL policy applies in all phases of PAC’s program. 
  • Develop the needed tools and measurements to enhance PAC’s ability to use the collected data for better planning and mobilizing.
  • Supervise the data collection process, support the field team in reducing any related human errors, and manage the data collected through feedback and response mechanisms. 
  • Design and implement any requested or Need assessment activities during all phases.
  • Support program sector teams and the Grants dept. In ensuring that MEAL elements support strong proposals for new funding and high-quality reporting on current programs.
  • Participate in building the capacity of MEAL team members in relevant technical and management competencies.
  • Support the program Department in developing and follow-up the issue and lesson learned book for future actions and planning.
  • Perform all other tasks and duties per needs and project activities.

Accountability and Learning

  • Set and manage PAC’s compliance and Feedback system through all phases.
  • Ensure that accountability to beneficiaries and transparency becomes an integral part of all program interventions.
  • Receive and register complaints and their responses in the complaint database in the assigned area and make sure that complaints are logged in a professional and timely manner.
  • Respond and communicate with the beneficiaries in a dignified manner regarding their complaints/feedback.
  • Keep regular follow up of complaints, update complaint database daily, handle them as per the accountability guidelines, and shares the information with the relevant staff members.
  • Provide support in ensuring that all PAC interventions have accountability banners.
  • Maintain an action plan tracker and keep a regular follow up on actions and resolutions agreed and undertake verification visits.

Other Duties

  • Participate in relevant working groups including the UN cluster system
  • Support PAC’s higher management n creating safe and limited challenges working environment through actively participate the monthly head management internal meeting.

Knowledge and Experience


  •  Previous experience working in NGOs.
  • Bachelor’s degree in MEAL related field or equivalent experience in the field of MEAL.
  • Experience with surveys, remote monitoring and data management and known software is a must.
  • High proficiency in MS Word, Excel and PowerPoint required
  • Working knowledge of PowerBI or similar software is an added value.
  • Experience with data analysis software (SPSS, SYSTAT) is highly desirable.
  • Must have knowledge of the Syrian context, and the NWS geographical areas.


  •  Very good report writing skills.
  •  Good managerial skills.
  •  Creativity and the ability to work with limited resources.
